This sitemap is an attempt to categorize pages by the level of formality in user engagement. 

 

The pages under the Header Menu are more of a one way street, passively providing information to the user (with an exception being the CTA to submit a grant proposal). The Subheader Menu pages offer personal involvement with Forward Promise to different degrees, and allow users to view and create regularly updated dynamic content.
